Did MUO revise the licensing/franchising rules for Halima?

Last year lots of netizens were hyped about Iran's supposed participation at Miss Universe 2019 but Missosology admins threw a shocking news that Iran was never given the license to authorize their appointment of Sonia Beytoushi at Miss Universe 2019. The possible reason why MUO never awarded Iran the license was lack of government recognition and pageants were banned in her country.

Now lots of pageant fanpages except Missosology posted Halima Aden's intent to participate as Somalia's representative at 69th Miss Universe and lots of netizens are started to hype her as a potential crown contender. But some of us were skeptical if MUO revised the licensing/franchising rules and allegedly awarded to a Somali franchise holder that will appoint Halima as their representative. Just like the revised age limit, if MUO really revised the licensing/franchising rules that means Iran and Cuba can now participate at 70th anniversary Miss Universe?

I remember several years ago, there was this lady contestant who went to 3 different beauty pageant competitions because she owns the franchise to all of them. Actually, it was her boyfriend who got the money to buy those franchises for her so she could compete. I think Halima could do that at the present time if there's no one owns the franchise for Somalia. She already announced that she is competing then that's the next thing is to buy it. Literally, in her bio picture, she is totally packaged if she wears her traditional Muslim hijab. She can be seen fully clothed from head to toe.

One of the franchise rules is government recognition of pageant in their respective country. Maybe Missosology did not post anything about Halima yet until the official confirmation by MUO themselves.
