Why Veruska Ramirez fell short of winning Miss Universe?

I saw some comments on Final 3 at Miss Universe 1998 that there was tie between Wendy and Veruska in the final voting but Veruska lost in the tie breaker. At Miss Universe 1969 the judges has to re-vote between the two tied candidates (Gloria and Harriet) but at Miss Universe 1998 their scores in the Top 5 round determined the winner of the pageant*. Aside from the tie breaking rule, why do you think Veruska Ramirez fell short of winning Miss Universe 1998? If Zozibini was able to win, why Veruska can't?

* Same situation at Miss Teen USA 2001 where Misses California and Massachusetts were actually tied from the combined swimsuit & evening gown scores. Miss Massachusetts won the tie breaker because she has more votes/higher score than Miss California in the preliminary competition.

It really depended on how the judges saw them. I think Wendy's answer sealed the deal, in my opinion. In the Miss Teen USA 2001 pageant, the issue still remains a bit unclear - they should've clarified it immediately instead of leaving peeps hanging.
No more bashers in 2022, please.

Both Miss California and Miss Massachusetts have the exact same average score (I computed it when I watch the swimsuit &evening gown segments online), possibly they back tracked their previous round vote/score just like at Miss Universe 1998 if the news was true, unlike in the past where the judges forced to re-vote.
