You're absolutely right HARAYA.
Look what I've found based on that photo you've posted. The declared elemental queens are candidates from Ms. Grand International US.
(L to R)
Miss Air – Laura Reyes, Ms. Grand Texas candidate
Miss Fire - Cece Campos, Ms. Grand southern california candidate
Miss Earth - Andrea Neu (Colorado), Ms. Earth US candidate

While the winners of Ms. Grand International US (South Carolina) and Ms. United Continent US (Dessert Cities) are candidates from Ms. Earth US respectively.

While some of you may not like these results, please give each of them the respect they deserve. They won their titles and deserve our accolades. All of our national semifinalists, 46 of them, are beautiful, wonderful, amazing young women and we cannot be any prouder of each of them. And would have been just as honored had one of them won.
We are now aware of the speculation and gossip on how our titles including our element titles were awarded. All delegates who met the eligibility for Miss Earth United States, Miss Gwand United States and Miss United Continents US qualified for those titles regardless of the preliminary state title they wore. In some cases, delegates who did not meet the age requirements for Miss Earth but did for Miss Gwand United States, were awarded preliminary Miss Gwand (state) titles and could not be considered for the Miss Earth United States title. In other cases when the Miss Earth (state) title was already awarded or won, delegates were given the option to hold the same state title but under the Grand name. This was done to help promote the causes of both pageants, which we believe is very important. It is what the pageants are all about.
There were two separate panel of judges who scored all the delegates who qualified for each respective title. ALL delegates who entered the 2014 national competition were explained this well in advance and again during orientation. In addition, they were explained how the three international titles would be awarded, including the element titles. Element titleholders help promote the causes of BOTH pageants, which is the main goal, as do our preliminary state titleholders. Element titleholders are also given other opportunities to represent the US on an international pageant stage, should they become available[] and they meet the specific requirements of that pageant.
We are just as committed to Miss Earth as we have been since 2006. And we need to have that same commitment to Miss Gwand International and Miss United Continents pageants and strive to send well qualified, well prepared, well spoken, likable, beautiful candidates to all three pageants. Again this should be main goal, regardless of what her banner might have said. In spite of any criticism, the ultimate goal of advocating and educating for the protection of the environment, Stop the War campaign and uniting all continents, the official causes of the three international pageants, should be and continues to be the focus. It always has been and always will be. Remember beauty is in the eye of the beholder and there is and should be more to a titleholder that just that. Our judges selected who they felt met the criteria of the national and international pageants.

but just a question, is there any other girl
who has achieved this feat in the US before?
i mean, winning two separate national pageants?
if none, then she just made history right there. . .

As we have previously stated, our ultimate goal is to send the strongest representatives as possible, regardless of the state preliminary title. Our judges scored each delegate and felt that Andrea, Sara and Channelle were the best choices for their respective titles and pageants. We could not ask them for anything less.
We will work with each organization to ensure the brand of both pageants are not seen in a negative light and will also make some changes to the 2015 event. We will also make sure fans of these pageants are considered as well.
