The reality is that in Puerto Rico, even when pageants were watched and followed fully (I would say up until the 2010's) the one pageant that people watched here was the Miss Universe pageant. All pageant girls want to be Miss Universes. It's the most prestigious beauty pageant and the one we do the best as plus is one that matches with our style of competition the most. Miss World would be like the second one that every once in a blue moon we watch or talk about but we even have sayings about how we never win MW (well not anymore but you get the point) and stuff so its not really that followed. Nothing else really, unless you are a pageant fan you wont know what the rest of pageants are.
Her ambition is to be Miss Universe like all the other pageant girls in Puerto Rico, that's why you see all crossovers come from MUPR or atleast start there, they want to be the next Denise or the next Dayanara. Many of them end up in other places because they wanna try other pageants. I'm not surprised by this. Or by a former Miss Intercontinental winner participating either.
Now, I wouldn't risk not placing in my national pageant for a matter of reputation but ya know if you really want it by all means.

Dayanara did not win MI 1992 so she was able to compete at MUPR 1993 and Miss Universe 1993 that she both won. But this is a different case, Valerie won MI 2014, so she is trying to take a very huge risk and a possible domino effect for other Miss International or even other Big 5 pageant winners if she will win MUPR and Miss Universe.
I think Miss Intercontinental is a "minor" international pageant for some of the fans, also Lara Dutta was a former Miss Intercontinental 1997 winner later won Miss Universe 2000.

3. No written rules and as for unwritten there really hasn't been precedent. We don't have MEs or Miss Supra winners. Wilnelia (MW), Stephanie (MW) and Janelee (MGI) had careers and contracts with their ORGs so they found their calling in a way. Laurie Simpson Rivera came from Miss Universe before she won the MI. Heylimar (MInter) won just last year so it was too close and Elizabeth Robinson went to Miss Universe before winning Miss Intercontinental. So we've never had precedent on this issue until Maydelise and Valerie auditioned.
