I am not sure with this. But I think MIO does not charge hosting fee from possible and would be host. I remembered that on the time of Bea, the org wanted the Philippines - particularly Cebu - to host the pageant which did not pushed through for lack of interest from the Philippine side.
If ever we'll end up hosting the pageant, we can expect that Japanese businesses here in Ph will likely put the bill.
