Catalina Robayo was to compete for her Department at Senorita Colombia 2010, in place of the original representative who was alleged to have violated some rule of the competition. She was already at the Corcurso de Nacional when the original rep won her court case, & thus the right to compete after all. Catalina was invited to remain at the Concurso, as a special guest, and was the one who had sashed & crowned the Runners-up that year (won by Natalia Navarro). It was apparent that the CNB favoured her, and she was offered the opportunity to compete the next year. It was not that much of a surprise that she won the Senorita Colombia 2011 title.
I would emphasize that there were special circumstances in the example I have cited. Catalina was favoured by the CNB, & thus she got her 2nd chance.
This year, I would hypothesize that Cesar is not among the CNB favourites, thus she did not advance to the Top 5 despite (I would understand) scoring higher in Evening Gown than 2 other ladies who did advance. I would encourage that Anabella consider joining the Miss Mundo Colombia pageant - she would have to be quite smart & strategic about it e.g. highlight that she was 'favoured' to win, having won the prestigious Reina de la Policia title, that she had scored so highly on the 'live' televised finals and thus it was 'politics' that had stopped her from advancing further.
If she does become Miss Mundo Colombia, perhaps it would not hurt for her to put out the message that she wants to help people, believes she can help people, and being Miss World would allow her to help people - yes I am paraphrasing Ksenia i.e. Miss World 2008's winning response - so as to convince the MWO that her heart is with the Miss World pageant system, rather than it being a '2nd best option'.
If I may carry on with my train of thought re. the Senorita Colombia pageant - I know that the CNB is very much about tradition, but surely some changes would not hurt ?? The Virreina i.e. Vice-Queen usually gets to compete at Miss International, but her 'tin-'like' tiara does not do justice to this representation. I think the Miss International organisation would not be blind to the Virreina's tiara & profile being upgraded e.g. Colombia has natural gemstones - since Emeralds are used on the Miss Colombia's crown, perhaps Green Amethysts could be used on the Virreina's tiara, thus keeping to the green colour scheme.
