From a batch of very competitive girls from Americas only 8 of them made it to the Top 20 but lots of the favorites left out in the list because of given quota to the European semifinalists that were easily eliminated after the opening statement round.
But we are focused on the two controversial North American delegates at Miss Universe 2018. Sarah Rose Summers of USA made it to the Top 5 wildcard semifinalist despite she "bullied" some Asian delegates particularly Miss Vietnam who finished in the Top 5 finalist for not speaking English, while Andrea Toscano of Mexico complained about Thai food and ended up as a clapper.
Set aside the everything and based only their merits of their performance, why do you think Sarah Rose placed while Andrea clapped?
Do you think Mexico was placed under the "MW winner Miss Universe clapper" curse after Vanessa Ponce won Miss World 2018?
Since '12,If a country won Miss World,it will clap at Miss Universe article:

There’s no way the US will make its candidate clap, unless it’s for political purposes or the org or its head simply doesn’t like the contestant, such as Rima Fakih refusing to sleep with Orange Head.
