DEAR #JUNKTERRORBILL PEEPS,
The President has signed the Anti-terrorism Bill, so it has become the Anti-Terrorism Act of 2020 (RA 11479), and it becomes effective two weeks from now.
Now that it has become law, you are now free to challenge its constitutionality in the Supreme Court.
Yes, I know you have serious reservations about law enforcement, which led many of you to oppose the measure.
I have those reservations too, except that I think that the threat of terrorism is greater than the threat of flawed implementation, so I still choose to support its passage.
There are judicial remedies for instances of flawed implementation, and it's harder to fix a city that has been burned to the ground.
However, I am one with you in looking out for cases of abuse, and I will even join the call for the act's amendment or repeal if and when it gets abused too often.
But for now, I'll take solace in the idea that Marawi 2017 will be harder to replicate. That's all.

I read the 04 July 2020 The Manila Times editorial "ABS-CBN hearings expose PH’s flawed fiscal incentives", which said ABS-CBN paid Php 1.4 billion in taxes for the past 18 years while GMA News paid Php 1.4 billion in 2018 alone.
Manila Times reiterated what was shown in the series of House of Representatives of the Philippines hearings on the ABS-CBN Franchise Bill, the same hearings that I have diligently watched for the past several weeks.
The numbers show a disturbing reality: ABS-CBN , in terms of revenue, is over thrice as big as GMA (~P40 billion vs ~P15 billion), but it appears to remit only a minuscule fraction of what its far smaller rival pays.
ABS-CBN executives said they simply took advantage of tax incentives available under the law, while ABS-CBN critics argue that, by piercing the corporate veil, ABS-CBN indeed evaded taxes, as opposed to merely avoiding them.
I think it's safe to say that the sole criterion for granting a Congressional broadcast franchise is whether its grant will be in the best interest of the State, and the figures quoted above, I'm afraid, strongly suggest that the Filipino People would be better off with giving a franchise to somebody else.
State-owned TV frequencies are limited, so that lending a particular frequency to ABS-CBN means another media firm can't use it.
Should the State lend a TV frequency to ABS-CBN, or should it lend it to another firm who has a record of paying more taxes?
One of ABS-CBN's primary arguments for getting a new franchise is the plight of its 11,000 workers, but is it enough to justify forsaking the plight of the other 109 million Filipinos who could've benefitted if ABS-CBN paid annually even half of what GMA7 paid in 2018?
It's bad enough that we allow ABS-CBN to use the State-owned frequency at virtually no cost, but what makes it worse is that the government appears to be losing billions annually because ABS-CBN uses foreign shell companies in tax havens like the Cayman Islands, Luxembourg, and Hungary to minimize its tax liabilities.
Even if we assume the legality of ABS-CBN's tax minimization scheme, should the government enable ABS-CBN further by allowing it to use State assets, instead of lending the State asset to another firm who can give back more to the State?
I just find it ironic that ABS-CBN talents are among the most vocal proponents of COVID-19 mass testing during the pandemic's early days, a proposal that at the time was impossible due to financial constraints on the part of the government.
But if ABS-CBN paid taxes at the same rate as GMA did, could mass testing be possible?
ABS-CBN provides entertainment and news. That is not debatable, but is ABS-CBN the only entity that can provide these services?
Will ABS-CBN's demise make the Filipino people stupid and bored? I bet journalists and entertainers from other media outfits who possess any level of self-respect will beg to disagree.
Besides, if ABS-CBN is so dominant in the Mass Media, so dominant that its closure entails the demise of the Free Press, then that would imply a monopoly.
And just to remind everyone, no less than the 1987 Constitution states that "Congress shall regulate or prohibit monopolies in commercial mass media when the public interest so requires."

ABS-CBN REPORTER JEFF CANOY UNWITTINGLY INCRIMINATES EMPLOYER?
In a social media post that has since been deleted, ABS-CBN reporter Jeff Canoy posted a photo of who he says is ABS-CBN engineer Romeo Tandoc Jr.
Canoy, in the same post, described him as "the man who literally had to press the 'off switch' and kill [ABS-CBN'S] transmission for TV plus."
In case Canoy isn't updated, AMCARA engineers, and not those of ABS-CBN, should be operating the TV Plus transmission.
The photo, presumably taken inside ABS-CBN premises, strongly suggests that instead of being a mere block timer, ABS-CBN itself controls AMCARA's frequency.
Let's see if the House of Representatives will tackle this post later today.

Earlier in July 2020, Sharon Cuneta posted on Instagram a photo of a gem-encrusted Rolex watch with the accompanying caption:
"You. They might never have you. Because they are bad people. But I love you! And >>> Am wearing you now."
The post was published at a time when the Megastar was battling heavy criticism after she said the country has lost decency under Pres. Rody Duterte and that she wishes VP Leni Robredo becomes president in 2022 to bring back decency to the nation.
Note that the watch in the photo, which she was supposedly wearing at the time it was posted, shows "Sunday" and "29". The latest date when the 29th fell on a Sunday is March 29, 2020.
Cuneta's post has since been deleted.
But then, it appears that an exact same photo appeared on a 29 June 2020 Instagram post of the Rolex Boutique in Tel Aviv, Israel https://www.instagram.com/p/CB_R89En97Z/
Rolex Tel Aviv's photo was posted days before Sharon did.
Is Sharon Rolex Tel Aviv's newest hand model, or did Sharon simply rip off Rolex Tel Aviv's promotional photo?

Please vote for the franchise grant to abs cbn broadcasting corporation if you think the following are in order and should be the model for a broadcasting business privilege by Congress.
1. That Eugenio "Gabby" Lopez is not a American Citizen and therefore not allowed to own and operate a broadcasting network.
2. That 49% of the shares of stocks of the network sold via PDR are not owned by foreigners, mostly Americans.
3. That the Kapamilya Network is not violative of any Labor Laws and that 3 labor cases a month is not indicative of wrongdoings.
4. That the Lopez company is diligently paying all mandatory social amelioration (SSS, PhilHealth, Pagibig Fund and ECC) coverages of its 11k employees.
5. That the network really owns it's real estate properties, facilities and equipment and the very broadcasting company itself even it's documents are fake and spurious.
6. That abs cbn is not involve in corporate layering, tax avoidance and tax payment machination thru it's 79 subsidiaries.
7. That the Lopez's are not involved in dollar salting, offshore banking and money laundering.in Cayman Island, Hungary and Switzerland.
8. That the Lopez are not. cuddling and offering sanctuary to the enemies of the state by employing communist rebels and providing air spaces for their propaganda efforts.
9. That it is not participative of any plan to commit political destabilization and political machinations to favor candidates during elections.
10. The abs cbn did not use and. invested a single centavo in public donations into stock ownership of the company.
11. That the owners have paid all the past dues to government banks and financial institutions amounting to more or less P30B.
12. That abs cbn broadcasting corporation didn't for once violated it's own franchise. under RA 7966 and did not commit usufruct.
13. That the network did not violate the Omnibus Election Code.
14. The the network conducted business thru deceit and misrepresentation resulting in Estafa.
If you think the above-mentioned are mark of decency, fair business dealings and good for the country and the Filipino as a people and as nation, then vote for the franchise grant.
If you believe that a gratuity of P50 million as a token of gratitude is not immoral, then accept it and enjoy it to death.

Dati, when Jojo Binay was a threat to Noynoy Aquino and Mar Roxas, halos duraan nila si Nancy Binay. Grabe yung attack dog ni Pnoy na si Antonio Trillanes sa mga Binay.
And then they made fun of Nancy’s SONA outfits, her skin color, they exposed the corruption of the Binays, from their cakes to their super expensive 40k toilets to their billion peso building.
And remember when they said ang kapal ni Nancy Binay to run for Senator, considering she was nothing but a secretary of her dad who doesn’t even have any experience prior to running for Senate? When I say they, I mean Noynoy’s minions.
And now because Nancy is perceived to be anti Duterte, she’s suddenly their spokesperson, they like her, they adore her, she’s suddenly gaining favor in their eyes.
So her being presumed anti Duterte is enough for them to look past all the evidence they carefully gathered to pin Jojo Binay down.
So basically, they’ve forgiven and forgotten all their allegations about the corruption of the Binays for what?
They didn’t even bother to have Jojo Binay imprisoned if they were very sure of his corruption. Para kay Noynoy at sa mga tao nya—enough na that they decimated him to make way for Mar Roxas—who never stood a chance when Duterte entered the picture.
They ruined him politically and didn’t see through to it that he paid for what they said were his crimes.
And now since wala na silang paki sa mga Binay, they didn’t bother to bring him to justice for all the corruption they said he made.
Tapos ngayon BFF na nila si Nancy Binay. This is how you know they don’t care about the country, they just want to have another ally, even if that ally is a member of a family they condemned as thieves only four short years ago.
Si Nancy Binay din, parang eng eng. Deep inside she’s the bullied girl who still wants to belong to the circle that kicked her out. As if she can attest to the decency of these people LOL. Despite everything, Nancy Binay wants their affirmation so bad and be able to sit at their table.
Fascinating the way their minds work, and fascinating how each one uses the other for their purpose.

Noynoy-Gabby battle of egos was what did ABS-CBN in. Blame these would-be alpha males, not Duterte
IT was the battle of superegos — that of former president Benigno “Noynoy” Aquino 3rd and ABS-CBN Corp. top honcho Eugenio “Gabby” Lopez 3rd — that led to the closure of the broadcast network last May 4.
The pissing contest* between the two alpha males was triggered, ironically, at the network’s top rated news show TV Patrol’s 25th anniversary on July 28, 2012. The speaker was Aquino, who felt himself at the time to be the most powerful president ever, having taken out the previous May Chief Justice Renato Corona and discovering the huge cache of funds with which to bribe anyone he wanted, euphemistically termed the Disbursement Acceleration Program (DAP).
Gabby and ABS-CBN’s celebrities were there, expecting Aquino to congratulate them in so many words for helping him successfully remove Corona, and to thank them that without them he would not have been president.
Instead, in his five-minute speech, Aquino pilloried TV Patrol anchor Noli de Castro and other unnamed reporters for being negative about his administration, scolding them for reporting “baseless speculations” that he likened to street-corner talk by drunkards.
Lopez of course was livid, and in their after-event drinks allegedly told his people: “Doesn’t he realize he wouldn’t be president if not for us?” From then on, ABS-CBN never again invited Aquino to any of its events. The two scions of the country’s most powerful families — who both weathered fortunes’ ups and downs to emerge on top of the heap — would never speak again after that event.
Gabby’s two uncles, Oscar and Manuel — who were in the power business that was vulnerable to an administration’s ire — asked Gabby to reach out to Aquino, to convince him that ABS-CBN would continue to provide the propaganda support for him. Gabby never did.
Penthouse
The good journalists at ABS-CBN were elated, as some kind of word came down from the “Penthouse,” referring to Gabby’s office at the building’s very top floor: “Do your job. We don’t owe anybody anything.” And many of them did just that when the scandal over the DAP broke out, and especially when the Mamasapano massacre happened, and ABS-CBN’s coverage was just like GMA7’s, to a great extent — unbeholden to Aquino.
Aquino watched almost every evening ABS-CBN’s news coverage, and would reportedly become bad tempered over the most insignificant negative news coverage.
One source claimed that the President’s younger sister Kris Aquino, who had a regular show at ABS-CBN, had assured him that she would tell the “boys” at the network to be kinder to her kuya.
To show how cooperative ABS-CBN was, Kris even got the network to have a live, one-hour interview with Aquino on primetime in 2014, although she demanded that her close friend Vice Ganda be the one to do the interview.
One top ABS-CBN executive, however, says it was Kris who likely added fuel to Aquino’s ire against Lopez and ABS-CBN: “She was asking for the moon and the stars for a new contract, but ABS called her bluff when she took a leave for two weeks. Her ratings were going down and ABS has a deep bench of replacements — Anne Curtis, Vice Ganda, Angel Locsin and Cristine Reyes, among others. Kris was, a source claimed, getting P500,000 per show, and wanted P1 million, which was what Willie Revillame allegedly was getting for his hit show “Wowowee.”
“Do you think Kris over some dinner with her kuya might not have remarked ‘how bad naman’ ABS was being to her?”
Servile
Feliciano Belmonte Jr., the House Speaker during Aquino’s entire term, must be the most efficiently servile among the heads of the House of Representatives in our history. “Remove the Ombudsman,” Aquino ordered in January 2011. Two months later, in March, the House by 240 votes, passed the articles of impeachment. The poor lady just resigned a week later.
“Remove the Chief Justice,” Aquino ordered toward the end of 2011. Belmonte had the House file the impeachment articles by December 13, and the Senate booted out Corona in May.
If Aquino asked Belmonte to pass a bill to give the ABS-CBN network a new broadcast franchise, the Speaker would have given it to him on a silver platter in a week.
No such bill was enacted into law though. Instead, there was a resolution filed Dec. 12, 2012 asking the Committee on Legislative Franchises to inquire, in aid of legislation, the “probable violations of ABS-CBN Broadcasting Corp. of its legislative franchise.”
Giorgidi Agabao, a representative of Isabela province, did file a bill to renew ABS-CBN’s franchise in September 2014 but not even one hearing by the legislative franchise committee was held to deliberate on it. That was the only bill filed during Aquino’s term asking for ABS-CBN’s franchise to be renewed. Word had gotten out of course, from Noynoy: Don’t give ABS-CBN a franchise.
Congress
It was certainly not the case that Congress had suddenly become strict in issuing franchises. During Aquino’s term, Congress enacted bills granting franchises to 18 radio and/or television enterprises. A few of these were given to such broadcast firms as Radio Mindanao Network (RMN), Aliw Broadcasting (DWIZ), Christian Era Broadcasting (the INC’s), and Zoe Broadcasting (of Eddie Villanueva and his Jesus is Lord sect).
The Congress seemed to have worked overtime to give these firms their franchise, almost all — passed by Congress in May 2016 — perhaps not coincidentally during the election period.
There were even obscure firms that were given franchises, such as Madrona People’s Broadcasting, Makinig Network and Masbate Broadcasting.
ABS-CBN didn’t bother to get another congressman to file a bill requesting for a franchise after the 2014 application was totally ignored. In late 2015, an eyewitness to the conversation claimed Sen. Franklin Drilon told Gabby to ask Congress to grant ABS-CBN a new franchise, “while we are in power, just in case,” he reportedly said with a grin. Gabby ignored him,
Gabby most probably thought that he didn’t need to beg Aquino to help ABS-CBN, since Mar Roxas was a shoo-in for the presidency in 2016, and there would be more than enough time before ABS-CBN’s franchise would expire in 2020.
Roxas married in 1999 one of the network’s its top anchors, Korina Sanchez, and the joke among ABS-CBN executives was that President Mar would move heaven and earth to get its franchise renewed. Why? “Mar would want her to be busy at ABS-CBN, far from Malacañang.”
Who would have thought Mar would lose?
After all, in our entire modern history, only presidential candidates whom the Lopezes and ABS-CBN supported won, even in the case of Marcos in 1965 and then 1969, and they would certainly not back “Villaroyo” or that whats-his-name mayor from Davao, some adviser must have told Gabby.
Disastrous indeed in not a few times in history is the result of two superegos’ pissing match.
Worse, neither did Gabby nor the Lopez brothers try to befriend Duterte even if they knew he despised them for ABS-CBN’s vicious attacks against him during the elections, and its refusal to air his ads, even if these had already been paid for. Humility after all is never in an oligarch’s DNA.

He got 15 bills filed in Congress since 2016 up to February 2020 by various representatives of all political stripes, among them, his Davao boys Jericho and Karlo Nograles who became his Cabinet Secretary, Vilma Santos-Recto, Loren Legarda, Rufus Rodriguez, Fidel Ramos’ former mistress Rose Marie Arenas, and why, even the five Red congressman, including the I-want-to-be-an-NPA Sarah Jane Elago.
And a lot of morons are blaming Duterte for ABS-CBN’s demise. Do they expect Duterte to order Congress to renew this oligarch’s power to control people’s minds?

Big Dipper Digital Content and Design Inc., which is 95 percent owned by ABS-CBN, avails itself of tax incentives granted under the PEZA Law as an IT Enterprise that is in the business of “repurposing ABS-CBN content for export.”
However, Salo pointed out that while it gave ABS-CBN Corporation billions upon billions of pesos in profit, Bid Dipper declared “a measly sum of P638M out of P24.5B income in 2016, P884M out of P22.8B in 2017, P793M out of P22.18B in 2018, and P474M out of P25.4B in 2019.”
“To top it all, its dividend declarations to ABS-CBN Corporation which amounted to P1B in 2016, P2.5B in 2017, P2.2 B in 2018, and P2.3B in 2019 are all tax-exempt because they are both domestic companies,” explained Salo as he pointed out that Big Dipper employs just 162 workers.
In the same hearing, Cavite Rep. Crispin Remulla noted that the ABS-CBN Foundation, the charitable arm of the network, received a total P129 million donation from the company which amounts given on various occasions were deducted from the computation of its income tax.
“Sa madaling salita, hindi totoo na puso-puso iyan po ay may business sense na nakakatulong sa inyong kumpanya,” he said. (In other words it is not given sincerely because it involves business sense that would help the company.)
For his part, Anakalusugan Partylist Rep. Michael Defensor compared to a “budol-budol” stunt ABS-CBN’s claim of paying government over P14 billion in taxes when bulk of the amount actually comprised of withheld taxes coming from various tax payments.
A “budol-budol” is a scam wherein the victim is tricked into accepting bundles of counterfeit money in exchange of valuables or real money.
Defensor aired the accusation after Tan and ABS-CBN lawyer Othello Carag confirmed that ABS-CBN was only able to pay government P757 million income tax in 2016; P195.8 million and P294 million in creditable withholding tax in 2017 and P163.9 million with P312.08 million in creditable income tax in 2018.
He pointed out that the taxes paid by the network is a far cry from the income tax payments of its rival, GMA-7 of P1.4 billion and P928 million in 2017 and 2018, respectively, alone.
It was Cavite Rep. Elpidio Barzaga who noted the seeming misrepresented tax payments declared by ABS-CBN during a Senate hearing. He noted that the over P14 billion that the network boasted as taxes paid, only P1.4 billion actually comprised its real contribution to the government, the remainder are withholding taxes of personnel and other suppliers.
